Here is my one-word answer: No.
While there may be some UC department somewhere in the time/space continuum that says you can do it P/NP (and I'm not committing since the UCs are always making crazy adaptations to rules) these courses need to be for a letter grade at most of the UCs. Berkeley's College of Letters and Science wants a letter grade, and UCSB likes seeing a letter grade in math, just to give two examples. If you want to get in and not be a high risk candidate, do not take the English or quantitative math requirements P/NP. No exceptions.
